Hedelvy is a research professor at IZET – Science Faculty, Central University of Venezuela (UCV). She has a Bachelor of Biology from Central University of Venezuela (1990), she holds a Master’s in Biological Sciences from Simon Bolivar University (Caracas, 2000). She has worked in the field on sea turtles since 1987. She is a founding member of the Center for Research and Conservation of Sea Turtles (CICTMAR, 2001); a coordinator of the Marine Turtles Working group of Venezuela (GTTM) (ad hoc) since 1997; and a national coordinator of WIDECAST for Venezuela since 1992. Since 1993, she has been a member of the IUCN/SSC Marine Turtle Specialist Group. Since 1993, she has been a member of the Advisory Committee of the Inter-American Convention for the Protection and Conservation of Sea Turtles (Sectoral Member, 2006-2017). She was a member of the ISTS Board of Directors (2004-2007). In 2000, she was a co-author of the Action Plan for the Recovery of Sea Turtles in Venezuela (PAC/PNUMA, 2000). In 2008, she edited the Action Plan for the Recovery of Sea Turtles in Panama. For more than 25 years, she has produced publications, educational materials, and exhibits on sea turtles, and she has been a technical advisor to the government on this issue, organizing 16 courses on Sea Turtle Biology and Conservation between 1992 and 2014, as well as various workshops and symposia. In addition, she has been a tutor or jury of several theses on national and foreign sea turtles. She has coordinated a field project on sea turtles in northeastern Venezuela from 1999 to date.

The Eastern Pacific Leatherback Turtle Conservation Network started in 2012 when over thirty researchers, NGOs, and regional experts came together to develop an action plan to stabilize and restore the leatherback turtle population in the Eastern Pacific Ocean.
